The White River Vision Plan has entered its “Envision Phase,” during which the planners will assess destinations and neighborhood districts; overlooked locations with significant ecological, historical, cultural, scientific or aesthetic value; and the river’s overall system of connectivity, looking for gaps and opportunities.
The project also is enlisting citizen River Guides to help spread the message, as described in a recent Indy Star article.
As part of this phase, concepts and design plans will be created to develop the White River and include themes, events and experiences already in place in the 58 miles of river in Marion and Hamilton Counties.
In January, the “Action Phase” will begin and include public meetings asking for comments and reactions. A final plan will be submitted to the City of Indianapolis, Hamilton County Tourism, and Visit Indy in the spring of 2019.

The White River Vision Plan is a joint effort between the City of Indianapolis and Hamilton County Tourism, Inc. in partnership with Visit Indy, to develop a comprehensive and coordinated regional, community-driven plan to enhance 58 miles of the White River in Marion and Hamilton counties. The goal of the vision plan is to create an accessible, recreational, and cultural environment that encourages a unique sense of place for the community as a whole, similar to finished “river city” developments in cities like Nashville, Columbus, Chicago, and Cincinnati.
